With the rapid development of technology, we have entered a digital and intelligent era. From the Internet of Things, artificial intelligence to big data, digital and smart technologies have been widely used in various industries, greatly promoting social progress. However, the wave of digitization is also accompanied by new security threats and emergencies, posing entirely new problems for emergency and security management, making it more complex and challenging. In this context, the "2023 Annual Academic Conference and the Third Members' Congress of Shaanxi Society of Emergency Management" organized by Shaanxi Society of Emergency Management and hosted by the Institute of Safety and Emergency Management of Xi'an University of Science and Technology, the Institute of Emergency Management of Northwestern Polytechnical University, the School of Emergency Management of Northwestern University, and the Key Laboratory of Emergency Safety and Human Factors Intelligence of Xi'an Municipality " is proposed to be held on December 14, 2023 in Xi'an.

The theme of this conference is "Emergency and Security Management in the Age of Digital Intelligence", which aims to discuss the new challenges posed to emergency and security management in the digital era, and jointly seek solutions to ensure that our society can be safer and more responsive in the digital transformation.
